Three words for you: Routine. Routine. Routine. It works, I swear. It won't work instantly...give it a week or so. But it will work. Our routine used to be Bath, massage with lotion (this REALLY helps relaxe them and get them ready for sleep), story, and then a few minutes of cuddling.

And I had to practically BEAT this into Husband, but no rowdy play (tickling, handing upside down, playing chase, etc.) right before bed. It's the anti-sleep.

We used a white noise machine too...really helps cut out the background noise.

Good luck. I know how frustrating sleep issues can be.

Yeah, this part sucks. We made this even worse with #1, what with our flagrant co-sleeping and cuddling and such.

Amen to the developmental reversals being so maddening! We continue to go thru sleep issues with our son, night awakenings, skipped naps...

I don't have a solution, I just feel your pain!

you know the whole sleeping thing is a loaded issue with parents, but i'll comment anyway. our boy slept with us from about 3 months to 7 months(he grew out of his bassinet, and i wasn't ready to have him in another room, yet). then we moved him to his crib, fastforward to 13 months, he's sleeping thru the night. that's around the time we stopped breastfeeding as well. we did the cry it out method--it was hard, but took about a week and a half. now at 19 months he sleeps like a champ, 7ish-7ish, wants to go to sleep, and does so without a fight. but the problem now is he's not napping well and refuses to nap anywhere except his crib or the car. not at grandma's, not on mom or dad's shoulder, not in the stoller. argh! sorry for such a long post, but i guess we all have "sleep issues" whether or not they sleep thru the night.
